Chief Counsel advice are written advice or instructions prepared by the Office of Chief Counsel and issued to field or service center employees of the IRS or Office of Chief Counsel.

We conclude, for the reasons described below, that these deductions should be disallowed. Second, the Taxpayer has requested, under § 7805(b), that the Service limit the retroactive application of any adverse conclusions drawn herein that limit Taxpayer's deductions for the taxable years T, U and V.
