New Members Selected for the
Electronic Tax Administration Advisory Committee

WASHINGTON - The Internal Revenue Service today announced the selection of seven new members for the Electronic Tax Administration Advisory Committee (ETAAC). The group serves as a public forum for discussion of Electronic Tax Administration issues and supports the goal of increasing electronic interaction between tax professionals and the IRS.

There are 14 members of the committee, with six of them ending their two-year terms in November 2002. The addition of seven new members will ensure continuity when the terms of the current members end. The new members are:

  • Lou “Steven” Blundell of San Diego, Calif. Blundell is Vice President of Acquisitions and Innovation and a member of the senior management team at Intuit. During his tenure at Intuit, he led the team that delivered the ProSeries suite of products and services to more than 40,000 tax professionals and integrated electronic services and electronic filing functionality.

  • Allan W. Daniel of Kalaheo, Hawaii. Daniel has been an advocate for electronic filing since 1991, first as a tax preparer with H&R Block in California, then as District Manager in Hawaii, where he increased the electronic filing participation of his clients from 30 percent to 70 percent. Since 1998, he has been a Block Franchise owner, where he increased electronic filing to 90 percent. He was elected in 2001 to the National Franchise Advisory Council for H&R Block and in this role represents over 2000 franchisees throughout the United States.

  • Edward B. Feinstein of Kansas City, Mo. Feinstein, Vice President, Field Operations and Development for H&R Block Tax Services, Inc., has been involved with the electronic filing program since 1988 and has overseen the growth of e-file using Block's electronic filing system process to more than 14 million federal and 9 million state returns. He has managed all aspects of electronic filing and was also a founding member of the ETAAC in 1988.

  • Sharon-Kay Flynn of Beverly, Mass. Flynn is owner and sole-practitioner of Cabot Financial, a small business serving more than 600 clients where all eligible returns are filed electronically. She is an immediate past president of the National Association of Enrolled Agents (NAEA) and has worked with Enrolled Agents throughout the country regarding their experiences and concerns with electronic filing.

  • Nancy M. French of Minot, Maine. French is Vice President, Tax Services and Government Relations, for Advantage Payroll Services, Inc. Advantage, founded in 1967, provides payroll and tax filing services to 45,000 small and mid-sized businesses in all 50 states. She was instrumental in the implementation of the Electronic Federal Tax Payment System (EFTPS) for the Advantage organization, as well as the design of the EFTPS Bulk Filer Program with the Treasury Financial Agents. She was also a founding member of the National Payroll Reporting Consortium (NPRC), a non-profit trade association whose membership supports over one million employers nationwide.

  • Emily L. Lindsay of Rockville, Md. Lindsay is Vice President, Corporate Accounting Services, of Marriott International, Inc. A prior member of the IRS Advisory Committee, Lindsay has an extensive experience in payroll-related systems, business and legislative matters. At Marriott, she is responsible for ensuring that systems are compliant with tax laws and manages the activities of the Payroll Tax, Banking Services and Payroll Accounting Departments for Marriott.

  • Frank J. Real of Philadelphia, Pa. Real is Chief Financial Officer for IPR International, LLC, a firm that provides computer back-up and recovery services and other electronic data services to small and medium-sized businesses. He has a significant background in tax and technology as an attorney with the IRS, where he dealt with record-retention issues from the agency’s perspective. With Ernst & Young and Consolidated Rail Corporation, he dealt with record retention issues from a client perspective and from the perspective of large corporations. He is currently President of the Philadelphia Chapter of the Tax Executives Institute, Inc., and is a member of the AICPA and the Philadelphia Bar Association.

The Chairman of the Electronic Tax Administration Advisory Committee, Kevin G. Belden of Albany, N.Y., has agreed to continue to serve as Chairman until November 2003.

The next public meeting for the ETAAC is set for Wednesday December 4, 2002, at the Windham Washington Hotel, 1400 M Street N.W., Washington, D.C.
