W. Todd Grams Named IRS Chief Financial Officer

WASHINGTON - The Internal Revenue Service has selected W. Todd Grams, a long-time executive at the Department of Veterans Affairs and the Office of Management and Budget, as Chief Financial Officer. His duties will include overseeing the custodial accounting of $2 trillion in taxpayer receipts as well as an annual budget of $8.8 billion for the nation´s tax agency.

Grams will also be responsible for strategic planning, performance management, financial accounting systems, financial policy, and budget formulation and execution.

Prior to joining the IRS, Grams served as the Acting Assistant Secretary for Management/CFO of the Department of Veteran Affairs (VA) since early 2000. In that position, he served as both CFO and Senior Procurement Executive and was responsible for the oversight of the VA's $47 billion budget.

Before that, he served as the CFO of VA's healthcare system since 1994. He provided financial leadership and oversight for an annual budget of $19 billion to support health-care delivery networks nationwide.

Todd's ability to couple strategic vision and sound financial policies to improve customer service will be a powerful combination for the IRS."

Grams has spent 21 years of federal service in the budget and finance area. Prior to working at the VA, he served 11 years at the Office of Management and Budget (OMB).

In the year 2000, Grams received the Presidential Rank Award for Distinguished Service and was recognized in a top financial publication as one of the country's top corporate CFOs. He is a graduate of the University of Maryland, College Park where he earned a B.A. in Economics in 1980.
