IRS Publishes New Federal-State Reference Guide
WASHINGTON - The Internal Revenue Service has issued a special
guide book for state and local government employers -- a single
handy source of information on social security and Medicare coverage
and employer tax-withholding requirements as they pertain to
government employees. The "Federal-State Reference Guide" provides
employers with reliable, consistent, and convenient help in
understanding the current laws and regulations in these areas, which
have changed considerably in the last 15 years.
A team of experts from the IRS, the Social Security
Administration and the State of Colorado (Department of Labor and
Employment) developed the guide, which includes information on
determining worker status (employee vs. independent contractor),
social security coverage, the role of the state social security
coverage, and the respective responsibilities of the Social Security
Administration and the IRS. In addition, the guide contains a
glossary of terms and maps of SSA and IRS administrative divisions.
The IRS is delivering the guide to appropriate state, county and
federal offices in October. Additional copies are available by
