Pursuant to section 801(a)(2)(A) of title 5, United States Code, this is our report on a group of rules which constitute major rules promulgated by the Department of the Treasury, Internal Revenue Service; Department of Labor, Pension and Welfare Benefits Administration; and the Department of Health and Human Services, Health Care Financing Administration; entitled "Interim Rules for Mental Health Parity" (RIN: 1545-AV53; 1210-AA62; 0938-AI05). We received the rules from the Department of the Treasury on December 22, 1997, the Department of Labor on December 30, 1997, and the Department of Health and Human Services on January 2, 1998. They were published in the Federal Register as interim rules on December 22, 1997. 62 Fed. Reg. 66932.
